Dear SF Bay PSR Community,
Ten SF Bay PSR priority bills have passed both houses of the California Legislature and now await action by Governor Newsom.
We are increasingly concerned about where Governor Newsom stands on environmental legislation, so we need to show up in full force. Please send him a separate message urging him to sign each of the 10 bills below—and VETO AB 2647. He must sign bills by September 30, but the sooner you email him the better.
We need a strong showing of support for this full package of public health, environmental justice, climate, worker, consumer, and government-accountability measures.

HIGHEST PRIORITY: AB 40 — Protect Communities from Coal Pollution
Suggested message: Governor Newsom, please sign AB 40 to require meaningful environmental review of large-volume coal handling, storage, and export facilities, including analysis and mitigation of dangerous PM2.5 and PM10 pollution. Communities already overburdened by pollution should not be placed at further risk because of inadequate or outdated environmental reviews.
AB 1448 — Protect California’s Coast from New Offshore Oil Development
Suggested message: Governor Newsom, please sign AB 1448 to prohibit new state oil and gas extraction leases in marine protected areas and national marine sanctuaries and prevent California’s tidelands and infrastructure from supporting new federal offshore leases. Our coast, marine ecosystems, and coastal communities deserve strong protection from new offshore drilling and oil-spill risks.
AB 2157 — Support Oil and Gas Workers Through the Clean-Energy Transition
Suggested message: Governor Newsom, please sign AB 2157 to remove the 2027 expiration date from the Displaced Oil and Gas Worker Pilot Program so it can continue when funding is available. California’s energy transition must include lasting support for workers, families, and communities affected by refinery closures and industry layoffs.
AB 2218 — Honor Tribal Sovereignty and Strengthen Tribal Voice in Water Policy
Suggested message: Governor Newsom, please sign AB 2218 to strengthen good-faith government-to-government consultation and address historic inequities in tribal access to and control over water. State agencies should incorporate Indigenous knowledge, protect tribal beneficial uses of water, and provide meaningful assistance to California Native American tribes.
AB 2313 — Give Customers a Choice When Gas Service Lines Need Replacement
Suggested message: Governor Newsom, please sign AB 2313 to require gas utilities to offer eligible residential customers an incentive to electrify and end gas service instead of automatically replacing a gas service line. Californians should have the choice of a cleaner alternative that can avoid unnecessary long-term investments in gas infrastructure and benefit ratepayers.
SB 222 — Make Heat Pumps Easier and Less Expensive to Install
Suggested message: Governor Newsom, please sign SB 222 to streamline permitting and inspections for residential heat-pump water heaters and HVAC systems, limit unnecessary fees and restrictions, and prevent homeowners’ associations from blocking code-compliant installations. Californians should not face needless barriers to efficient, zero-emission heating and cooling.
SB 868 — Make Safe, Small Portable Solar Easier to Use
Suggested message: Governor Newsom, please sign SB 868 to remove unnecessary utility approval, fees, and interconnection requirements for qualifying, safety-certified portable solar devices. Californians should be able to use small plug-in solar systems to reduce electricity costs and expand access to clean energy.
HIGHEST PRIORITY: SB 954 — Require Community, Environmental, and Worker Safeguards for Advanced Manufacturing
Suggested message: Governor Newsom, please sign SB 954. If qualifying advanced-manufacturing projects receive an exemption from CEQA, that exemption must come with meaningful protections, including public hearings, limits on proximity to sensitive receptors and disadvantaged communities, strict pollution standards, enforceable community benefits agreements, and strong labor protections. SB 954 establishes these essential guardrails while supporting responsible manufacturing in California.
SB 1159 — Protect Genuine Human Participation in Government
Suggested message: Governor Newsom, please sign SB 1159 to protect California’s public processes from being flooded or manipulated by autonomous artificial intelligence systems. The bill preserves people’s ability to use AI tools, including assistive technologies, while clarifying that AI itself is not a member of the public and prohibiting the use of AI to falsely represent that a human participated in a government process.
SB 1359 — Protect Gas Customers from Stranded-Asset Costs
Suggested message: Governor Newsom, please sign SB 1359, the Natural Gas Ratepayer Protection Act. The bill will require transparent annual reporting on gas infrastructure spending and direct the California Public Utilities Commission to consider a depreciation framework that reflects foreseeable changes in gas demand and minimizes customers’ exposure to stranded-asset costs. Californians should not be left paying for unnecessary gas infrastructure investments for decades.
One Bill Needs a Different Message
AB 2647: Ask Governor Newsom to VETO It
Deadline: ASAP
SF Bay PSR is joining advocates in asking the Governor to VETO AB 2647.
AB 2647 would direct the California Energy Commission to study the potential role of new nuclear reactors in California and recommend possible revisions to the state’s longstanding moratorium on new nuclear power plants.
The VETO request raises several concerns, including:
- Federal nuclear-safety regulation is undergoing significant deregulation and disruption.
- California’s moratorium remains tied to the unresolved problem of safely and permanently disposing of spent nuclear fuel.
- The California Energy Commission estimates the required study would cost approximately $2 million.
- The proposed study does not adequately address important issues including ratepayer impacts and environmental justice.
